Fuel Pass: What you need to watch out for so you don’t end up “waiting”

The government has proceeded with a change in the application submission process for the Fuel Pass, following the mass influx of thousands of citizens in the first hours of the platform’s operation, during which outages and delays occurred.

From now on, the process for submitting applications for Fuel Pass will be carried out according to the final digit of the Tax Identification Number (A.F.M.) of natural persons, following the “traffic jam” of applications and the overloading of the platform recorded yesterday, which came on top of an overall difficult day for the state’s information infrastructure.
Apart from the heavy volume of applications that “choked” the system, there was also concern for cybersecurity, so that everything would proceed smoothly.
“At the start of the platform’s operation, particularly increased traffic was recorded, which led to a burden on the computing systems and delays in service. It is noted that in the first hours more than 160,000 citizens submitted an application, while logins exceeded 3,000 per second. For this reason, citizens’ understanding is requested,” the announcement by the Ministry of Digital Policy stated, characteristically, giving the “signal” for submission according to the “final digit” of the A.F.M.
It should be noted that in the first hour the submission rate was 30 applications per second, even though the application opened 50 minutes earlier than scheduled. In less than half an hour, moreover, more than 16,000 applications had been completed, before the first technical problems began to appear.
The new procedure
After this, it was decided to make a “rollback” and for applications to be submitted based on the last digit of the A.F.M., and not on a priority basis. The aim of this move was to distribute traffic, avoid new technical problems and, of course, ensure security.
Thus, from now on, those who either submitted an application and did not manage to complete it, or want to begin the process for the first time, will now have to wait for the day corresponding to the last digit of their A.F.M.
As the government announcement characteristically states, “for the purpose of ensuring the smooth operation of the application and the better service of citizens, the submission of applications will take place in the coming days based on the final digit of the A.F.M. of natural persons, as follows:
- Tuesday 7/4/2026:** Applications may be submitted by beneficiaries whose A.F.M. ends in 1, 2 and 3.
- Wednesday 8/4/2026:** Applications may be submitted by beneficiaries whose A.F.M. ends in 4, 5, 6 and 7.
- Thursday 9/4/2026:** Applications may be submitted by beneficiaries whose A.F.M. ends in 8, 9 and 0.
- From Friday 10/4/2026:** The platform will remain open to all citizens, regardless of the final digit of their A.F.M., until 30/4/2026.”

The “cut-offs”
It should be noted that one key element applicants should pay attention to is the income criteria, as well as who the car they register on the platform belongs to, in order to receive the subsidy.
Obviously, in order for the applicant not to see the message “not eligible,” he or she must fall within the income limits. Also, each natural person may declare only one vehicle or one motorcycle/moped, while each vehicle may be declared by only one natural person. A necessary condition is that the vehicle be in circulation, insured and without outstanding road tax debts.
Beneficiaries
It is recalled that the income criteria are shaped as follows:
up to 25,000 euros for unmarried persons
up to 35,000 euros for married persons or those who have entered into a civil partnership
an increase of 5,000 euros for each dependent child
For single-parent families, the limit amounts to 39,000 euros, with a corresponding increase per child.
The amount of the subsidy varies depending on the region of residence and the method of payment:
The steps
The application for Fuel Pass is submitted on the platform using taxis credentials. Registration in the National Communication Registry (EMEp) must have preceded this, something that can be carried out electronically or through a public KEP. Upon entering the platform, he or she enters the confirmation code received on his or her mobile phone from the EMEp, confirms the mobile number and email address appearing pre-filled from the EMEp in the
Application or updates them, if required, and confirms them by pressing the relevant button. Then he or she selects from the drop-down list the registration number of the vehicle for which he or she wishes to apply, or fills in the registration number of the vehicle of which he or she is demonstrably the lessee under a financial leasing contract (leasing), and uploads the relevant supporting document in its entirety as a single file.
He or she also fills in the A.F.M. of the leasing company for the purpose of checking that the vehicle is insured and that no road taxes are owed for it.
He or she then selects the method of receiving the subsidy (issuance of a digital debit card or bank deposit), taking into account that by choosing bank deposit the amount of the subsidy.
The IBAN
In the event that in the previous step he or she has selected as the payment method the issuance of a digital debit card, he or she then selects the issuing organisation from those available (ALPHABANK BANK, EUROBANK BANK and SNAPPI Bank S.A.), or in the event that in the previous step he or she has selected bank deposit as the payment method, he or she fills in the IBAN of the account to which he or she wishes the subsidy to be credited, and selects the banking institution to which it belongs.
Particular attention is required to the fact that this account must be active at the time of submission of the Application, but also remain active throughout the duration of the programme.
The system automatically performs cross-checks with the available data of AADE and the competent bodies, checking the declared income, the insurance of the vehicle and the payment of road taxes, without requiring the submission of supporting documents.
Once submission is completed and the application is approved, the amount is credited within two working days either to the bank account or to the digital card issued for this purpose. For those who do not have access to electronic means, the process can also be carried out through KEPs, either in person or by authorisation of a third person. The crediting of the aid takes place within two working days from the approval of the application.
This means that those who submit an application up to and including Holy Tuesday are expected to see the money before Easter, as the required 48 hours for payment intervene.
By contrast, those who move later will be paid after the bank holidays.
The digital card can be used not only for fuel, but also for payments on public transport, taxis and trains, and remains active until 31 July 2026.
The steps
In summary, the process for submitting the application includes 4 basic steps:
- Login with Taxisnet:** Connect to the vouchers.gov.gr platform with your personal Taxisnet credentials.
- Confirmation of details:** Check and update your contact details — email, mobile phone and IBAN — so as to avoid delays in payment.
- Vehicle declaration:** Select the vehicle (car or motorcycle/moped) that is registered under your A.F.M. and meets the conditions (in circulation, insured, with no outstanding road tax debts).
- Choice of payment method:** Choose whether you want the digital card or the deposit to your bank account.
The indications
It should be noted that during the submission of applications there are a series of indications referring to stages of the process, such as “REJECTED”, “UNDER REVIEW”, “UNDER REVIEW OF SUPPORTING DOCUMENTS”, “TO BE SENT TO THE BANKING INSTITUTION”, “FOR PROCESSING BY THE BANKING INSTITUTION” and “PAYMENT COMPLETED”. Also, the indication “PROCESSING BY BENEFICIARY” means that the application has not been definitively submitted. The key, however, for each beneficiary is to see that the application has indeed been finalised.
The amounts
It is noted that the amounts of the Fuel Pass 2026 aid are specific and differ depending on the type of vehicle, the area of residence and the method of payment:
- Car owners (rest of Greece):** 50 euros with a digital card and 40 euros by deposit into a bank account.
- Car owners (island/borderline areas):** 60 euros with a digital card and 50 euros by deposit into a bank account.
- Motorcycle/moped owners (rest of Greece):** 30 euros with a digital card and 25 euros by deposit into a bank account.
- Motorcycle/moped owners (island/borderline areas):** 35 euros with a digital card and 30 euros by deposit into a bank account.
- The digital card will remain active until 31 July 2026.

1. What is Fuel Pass III?
Fuel Pass III is a support measure for natural persons and self-employed professionals aimed at covering the cost of fuel consumption for driving and transportation for the months of April and May 2026.
2. Who are the beneficiaries of Fuel Pass III?
All natural persons, including self-employed professionals, who are tax residents of Greece with declared family income for tax year 2024 up to twenty-five thousand (25,000) euros for unmarried persons and up to thirty-five thousand (35,000) euros for married persons or parties to a civil partnership, increased by five thousand (5,000) euros for each dependent child of the household, with the aim of contributing to the coverage of the cost of fuel consumption for driving and transportation for the months of April and May 2026.
Specifically for single-parent families, the above declared income limit amounts to thirty-nine thousand (39,000) euros, increased by five thousand (5,000) euros for each dependent child beyond the first.
3. How many and which vehicles can be declared by a Fuel Pass III beneficiary?
Each vehicle or motorcycle-moped may be declared by only one natural person, who has full ownership or co-ownership of the vehicle and motorcycle-moped, or is demonstrably the lessee under a financial leasing contract (leasing). Each natural person may declare only one vehicle or motorcycle-moped. A necessary condition is that the vehicle or motorcycle-moped be in circulation, be insured, and have no road taxes owed for it.
4. What are the available methods for receiving the Fuel Pass III subsidy?
The applicant may request either the issuance of a digital debit card with the amount of the subsidy or the deposit of the amount of the subsidy into an already existing bank account belonging to him or her.
In the case of choosing deposit into a bank account, attention is required to the following:
a. this account must be active at the time of submission of the Application, but also remain active throughout the duration of the Programme.
b. in this account the applicant must be either a joint beneficiary or the sole beneficiary.
5. What is the amount of the Fuel Pass III subsidy?
a) Sixty (60) euros through the use of a digital debit card for beneficiaries who are owners of vehicles other than motorcycles-mopeds, with principal residence in the Regions of North Aegean, South Aegean, Ionian Islands, Crete, in the Regional Unit of Sporades of the Region of Thessaly, in the Regional Unit of Thasos of the Region of Eastern Macedonia and Thrace, on the island of Skyros of the Regional Unit of Euboea of the Region of Central Greece, on the island of Samothrace of the Regional Unit of Evros of the Region of Eastern Macedonia and Thrace, and on the island of Ammouliani of the Regional Unit of Chalkidiki of the Region of Central Macedonia. The above amount is set at fifty (50) euros if the beneficiary chooses deposit into a bank account.
b) Fifty (50) euros through the use of a digital debit card for beneficiaries who are owners of vehicles other than motorcycles-mopeds, with principal residence in the rest of Greece. The above amount is set at forty (40) euros if the beneficiary chooses deposit into a bank account.
c) Thirty-five (35) euros through the use of a digital debit card for beneficiaries who are owners of motorcycles-mopeds, with residence in the Regions of North Aegean, South Aegean, Ionian Islands, Crete, in the Regional Unit of Islands of the Region of Attica, in the Regional Unit of Sporades of the Region of Thessaly, in the Regional Unit of Thasos of the Region of Eastern Macedonia and Thrace, on the island of Skyros of the Regional Unit of Euboea of the Region of Central Greece, on the island of Samothrace of the Regional Unit of Evros of the Region of Eastern Macedonia and Thrace, and on the island of Ammouliani of the Regional Unit of Chalkidiki of the Region of Central Macedonia. The above amount is set at thirty (30) euros if the beneficiary chooses deposit into a bank account.
d) Thirty (30) euros through the use of a digital debit card for beneficiaries who are owners of motorcycles-mopeds, with principal residence in the rest of Greece. The above amount is set at twenty-five (25) euros if the beneficiary chooses deposit into a bank account.
6. When are Applications for Fuel Pass III submitted?
Applications may be submitted from 6/4/2026 at 17:00.
The application submission period ends on 30/4/2026.
7. How do I submit the Fuel Pass III Application?
I. Personal submission of the Application from a computer or other suitable device**
For the successful completion of the Application process via computer or other suitable device, it is a necessary condition that the applicant has previously registered in the National Communication Registry (EMEp), something that may be carried out electronically or through a public KEP. Provided that the applicant’s registration in the EMEp already exists or is completed, the steps that the applicant must follow are as follows:
a. he or she enters the address [https://vouchers.gov.gr/fuelpass](https://vouchers.gov.gr/fuelpass) with the personal taxis credentials he or she has,
b. he or she enters the confirmation code received on his or her mobile phone from the EMEp,
c. he or she confirms the mobile number and email address that appear pre-filled from the EMEp in the Application or updates them, if required, and confirms them by pressing the relevant button,
d1. he or she selects from the drop-down list the registration number of the vehicle for which he or she wishes to apply, or
d2. he or she fills in the registration number of the vehicle of which he or she is demonstrably the lessee under a financial leasing contract (leasing) and uploads the relevant supporting document in its entirety in a single file. He or she also fills in the A.F.M. of the leasing company for the purpose of checking that the vehicle is insured and that no road taxes are owed for it,
e. he or she selects the method of receiving the subsidy (issuance of a digital debit card or bank deposit), taking into account that with the choice of bank deposit the amount of the subsidy is shaped in accordance with what is set out above in the answer to Question 5,
f1. in the case where in the previous step he or she has chosen the issuance of a digital debit card as the payment method, he or she then selects the issuing organisation from those available (ALPHABANK BANK, EUROBANK BANK and SNAPPI Bank S.A.), or
f2. in the case where in the previous step he or she has selected bank deposit as the payment method, he or she fills in the IBAN of the account to which he or she wishes the subsidy to be credited, and selects the banking institution to which it belongs. Particular attention is required to the fact that this account must be active at the time of submission of the Application, but also remain active throughout the duration of the Programme.
II. Submission of the Application at a public K.E.P.
The Application may also be submitted by a certified employee of a public K.E.P. following a relevant request by the natural person-beneficiary, during the application submission period.
The K.E.P. employee enters the special application and records in the fields appearing in the system:
a) the A.F.M. of the natural person,
b) the registration number of the vehicle, motorcycle or moped and confirms that the declared vehicle is owned or co-owned by the applicant or is a leased vehicle granted to him or her for use (leasing), with the A.F.M. of the leasing company also being recorded in the latter case, and
c) the contact details of the natural person, and specifically an email address and mobile telephone number,
and requests on behalf of the natural person either the issuance of a digital debit card for the crediting of the relevant amount or the crediting of the relevant amount to the bank account of the applicant natural person, which he or she declares to the employee.
The above procedure for issuing the digital debit card or declaring the beneficiary’s desired bank account may also be carried out with the authorisation of the representative of the natural person.
8. What are the possible statuses of my Application?
Each citizen’s application may be in one of the following statuses:
PROCESSING BY BENEFICIARY (Attention! The application has not been definitively submitted)
REJECTED
UNDER REVIEW
UNDER REVIEW OF SUPPORTING DOCUMENTS
TO BE SENT TO THE BANKING INSTITUTION
FOR PROCESSING BY THE BANKING INSTITUTION

9. The company employing me provides me with a vehicle leased under a corporate financial leasing contract (leasing) that it has entered into. Can I invoke the registration details of the vehicle in my personal Fuel Pass III Application?**
This possibility does not exist. In order to support a Fuel Pass III Application by invoking a vehicle leased under a financial leasing contract (leasing), a financial leasing contract (leasing) concluded under the personal details (A.F.M. and full name) of the applicant must be uploaded as supporting documentation.
10. What additional supporting documents must be included in the Application in the event that the applicant invokes a vehicle leased under a financial leasing contract (leasing)?**
The applicant must upload:
a) a complete Lease Contract, signed by both contracting parties, from which the following must clearly arise:
i. the A.F.M. of the lessee,
ii. the full name of the lessee,
iii. the registration plate details of the vehicle being declared,
iv. the A.F.M. and company name of the leasing Company, and
v. the period of validity of the Contract, or
b) a certification by the leasing Company, authenticated as genuine (under the responsibility of the leasing Company digitally via gov.gr or through a public K.E.P.), in which the following must mandatorily be stated:
i. the A.F.M. of the lessee,
ii. the full name of the lessee,
iii. the registration plate details of the vehicle being declared,
iv. the A.F.M. and company name of the leasing Company, and
v. the period of validity of the Contract.
11. Can I modify the details of an Application that has been approved?
It is not possible to modify the details of an Application that has been approved. This is possible as long as the Application remains under processing.
12. In which businesses can the Fuel Pass III digital debit card be used and until when?
The monetary amount credited to the Fuel Pass III digital debit card may be used exclusively by the beneficiary to make fuel purchases or during his or her travel on Public Transport by direct use at the validators of all means, as well as in public-use passenger cars-taxis.
The use of the digital debit card is carried out through a device that supports contactless transaction technology (Web/Virtual POS).
The digital debit card does not support withdrawal of the amount.
ATTENTION: You must use the available balance of your digital card up to and including 31 July 2026.
13. I am an entrepreneur active in the eligible sectors. How does Fuel Pass III work in relation to my business and when will I receive the money?
The use of the digital debit card is identical to that of any other card.
14. If a couple meets the criteria with the joint Income Tax Return they submit, are both spouses entitled to the aid in the event that each of them owns two separate vehicles?
Each member must submit a separate Application and include in his or her Application a vehicle, motorcycle or moped of which he or she has full ownership or co-ownership, or of which he or she is demonstrably the lessee under a financial leasing contract (leasing).
15. Where can I turn for help?
The Programme’s Telephone Service Centre 2102154173 operates daily from 09:00 to 17:00 from Monday to Friday excluding official holidays. Specifically for 06-04-2026, the Telephone Service Centre will operate until 20:00.
