Fines coming to the Municipality of Athens for improper use of electric scooters

The regulation, which had been put out for public consultation since the summer of 2025, has undergone changes and is expected to be approved by the City Council this coming Thursday.

“The city of Athens is organizing the use of electric scooters with rules that first protect pedestrians, people with disabilities, and also the users themselves. For the first time, we are creating an organized network of 1,574 parking spaces in 124 zones throughout Athens to stop the image of abandoned scooters on sidewalks, ramps for people with disabilities, and squares,” said the Mayor of Athens, Haris Doukas.

No Zones Banning Scooter Circulation

The initial regulation, as it was first drafted, had special parking areas and zones where scooter circulation would be banned or restricted, applying to all electric scooter drivers, whether the vehicle was rented or privately owned.

The regulation was put out for public consultation in the summer of 2025, approved by the City Council on November 20, 2025, and was expected to be implemented starting January 2026.

However, it has not yet been finalized because the decentralization administration requested changes.

According to information from the Municipality of Athens, the decentralization administration of Attica did not accept the zones banning scooter circulation (e.g., scooters were to be banned around the Acropolis and the historical center) and, after incorporating all the feedback, a revised regulation will be voted on at the next City Council meeting on Thursday, May 14. Afterward, the regulation will be sent back to the decentralization administration for approval and enforcement.

Fines and Removal for Scooters Parked Outside Designated Areas

As Mayor Haris Doukas stated, the regulation outlines clear rules:

  • No scooters on sidewalks.
  • Low speeds on pedestrian streets and squares.
  • Mandatory helmet use.
  • Strict fines for violations.
  • Both companies and users now have clear obligations, and the Municipal Police will conduct regular checks.

“We are not against micro-mobility. On the contrary, we want a modern city that utilizes new means of transportation but with safety and respect for everyone.”

According to the information available, the new regulation will include measures related to parking. After the designated parking areas are established, fines will be imposed for electric scooters parked outside of these spaces.

Specifically, when a violation involving a single scooter is detected, the user is responsible – only if caught in the act. In cases of mass dumping by companies, fines will be imposed, and if the violation continues, further sanctions and possible removal of the vehicles after 10 hours will be applied.

The Municipality’s regulation will also enforce specific rules in high pedestrian and vehicle traffic areas and places of cultural interest, such as:

  • The circulation of electric scooters is prohibited on sidewalks. The transport and movement of scooters on the sidewalk and from the sidewalk to the roadway must be done on foot, carrying the vehicle alongside – with the exception of scooters for people with disabilities.
  • Movement on all pedestrian streets, public spaces (excluding roads), and squares is only allowed at walking speed, with a maximum limit of 6 km/h as stipulated in the Road Traffic Code.

Until the new regulation is issued, the general provisions of the new Traffic Code (Law 5209/2025) apply across the country for light electric personal vehicles (EPHOs).

In any case, citizens can report violations to the Municipal Police or the Greek Police.
